as always you are right on point. What is not clear to me is the process of switching from XSD to semantic ontology. The size and complexity of the process in case of ACORD makes me wonder, what are the prospects of automating such a process? Luckily, you are, probably, the best person to address this question :)  

Aside from technical issues, the big question remains, into what kind of ontology the conversion can be done? It should be more or less straightforward to convert it into low level "XSD ontology", but this will remain too technical and not much value is added. Much more interesting would be the attempt to convert XSD into kind of ontology that Authority uses - i.e. try to extract as much semantic and syntax information as possible from XSD - something that developer might do when converting manually. The conversion should(could) be rule-based, and RuleML seems like a good candidate for this. 

Leaving this task to a proprietary BRMS implementation (or, as you mentioned, the absence of such ), or , even worse, manual conversion is too wasteful and will inevitably lead to incompatible solutions.
 
On another hand, the automatic conversion,  is a really big undertaking - it requires no less than the creation of  the Standard BR Ontology. At this moment not too many vendors have native support for any kind of RDF/OWL, but I believe this will happen at some point. 

How does it all look from the perspective  of your experience with bringing ACORD and MISMO into Authority?</description>
